Grandfathered registrants and the MVDA Key Elements course after September 1, 2026, when Georgian College moved the fee to $204.89 and published 18 test sites

The number in OMVIC’s grandfathered-registrant bulletin is out of date. On December 3, 2025, OMVIC told grandfathered registrants that the MVDA Key Elements course cost $202.86, payable to Georgian College. Georgian’s OMVIC page now says the fee rose to $204.89 effective September 1, 2026, that a new registration form is in use, and that “any form submitted with the incorrect fee will not be processed.” For a registrant whose renewal falls this autumn, that is the difference between a processed registration and a returned one.

Who the bulletin is for

A grandfathered registrant, in the bulletin’s definition, is a dealer or salesperson who became registered before January 1, 2010 and has never completed either the updated Certification Course or the MVDA Key Elements course offered by Georgian College, including people who took an older version of the course before 2010 and people who registered without any course at all. Since July 1, 2026, that group has had to pass the Key Elements test before renewing. The bulletin’s advice was to register with Georgian at least five months before the renewal date, to leave time to study, sit the test, and have Georgian mark it and report the result. The site’s CPD FAQ and CPD page walk through how that requirement sits beside the REVS program that every other registrant completes.

The course itself has not changed. It is self-study, with a printed manual shipped on registration; the test is 60 minutes, 40 multiple-choice questions, open book with the printed manual, against 90 minutes and 60 questions for the full certification test. A registration gives 12 weeks to write and one attempt. Passing satisfies the grandfathered registrant’s CPD requirement until the next renewal; there is no separate REVS payment to OMVIC for that cycle.

What Georgian’s page now says

• Fee. $204.89, up from $202.86. Georgian’s page still carries the old figure in one fee table further down, but the course-fee notice at the top of the Key Elements section gives the new one and the new form.
• Pass mark. 80 percent. The bulletin flagged the increase from 75 percent for anyone testing on or after January 1, 2026; Georgian’s page now states 80 percent without a transition.
• Attempts. Still one per registration, but Georgian’s rules add a ceiling: four attempts within one academic term (winter is January 1 to April 30, summer May 1 to August 31, fall September 1 to December 31), after which a student waits for the next term to re-register. Each attempt after a fail means a new registration and the full fee.
• Certificates. From September 2026 a passing grade earns a digital badge instead of a physical certificate. Georgian’s page notes that the badge records course completion only and says nothing about registration status with OMVIC.
• Test sites. The bulletin listed nine Service Ontario locations as of October 23, 2025. Georgian’s list published September 1, 2026 has 18: Bolton, Burlington, Cobourg, Guelph, Hamilton, Leamington, London, North Bay, Orleans, Pembroke, Richmond Hill, Rockland, Sault Ste. Marie, St. Thomas, Stratford, Sudbury, Whitby and Windsor. Renfrew, on the bulletin’s list, is not on Georgian’s. Appointments are booked by phone or email with the site directly, not through the Service Ontario website, and the candidate has to say the booking is for the Key Elements test.

Three ways to end up in the course

The bulletin describes Key Elements as the grandfathered registrant’s route into CPD, and OMVIC’s enforcement table shows two other routes into the same course.

Under paragraph 3 of s. 14(4) of the MVDA, the Registrar can require a dealer or salesperson to take further educational courses in response to a complaint. Three of the 17 education orders issued between May 14 and August 27, 2026, which this site covers in a separate roundup, named the Key Elements course, each with a 90-day deadline and the registrant paying: York Car Sales on June 1, Fara Auto Sales on June 22 and Cambridge Kia on June 26.

The course also appears as a term of settlement. The Patvivi Inc. consent order of July 10, 2026, covered separately on this site, requires Patrick Nwandu and every salesperson Patvivi employs to pass Key Elements at 80 percent by October 15, 2026, with future hires given 30 days from their first day and the dealer paying. Discipline Tribunal orders such as Aurora Chrysler attach it to a fine. A salesperson ordered onto the course in any of those ways registers with Georgian on the same form, fee and 40-question test as a grandfathered registrant renewing in the ordinary way.

For anyone registering after September 1, the form to use is the one Georgian currently links, published under a file name dated August 19, 2026, and the fee Georgian will process it at is $204.89.
