Seventeen section 14 education orders in fifteen weeks: what OMVIC's summer 2026 notices require, from St. Catharines Nissan to Audi Windsor
OMVIC issued 17 education orders under MVDA s. 14(4) between May 14 and August 27, 2026, naming 22 registrants: what they require and what they leave out.
Between May 14 and August 27, 2026, the Registrar’s Orders table on OMVIC’s enforcement page added 17 notices under “Education Order”, each requiring a course and none imposing a fine. The 17 notices fill 22 rows and name 22 registrants at 17 dealers. Each was issued under paragraph 3 of s. 14(4) of the MVDA, runs to a page plus a page of instructions (the ADESA notice runs to three), names the registrant and the course, sets a deadline, and warns that missing it “may result in further action being taken against you.” None of the notices states what prompted it. This post reads all 17.
Where an education order sits in the complaints section
Section 14 is the complaints section. Once the Registrar has a complaint about a registrant, subsection (4) lists six things the Registrar may do, “as appropriate”: attempt to mediate or resolve it; give a written warning that continuing the activity may bring action; require the dealer or salesperson to take further educational courses; refer the matter to the discipline committee; take action under s. 8, subject to s. 9; or take further action in accordance with the Act. An education order is the third item on that list, after a warning and before a referral to the Discipline Tribunal.
The Need A Car Used Car Superstore file shows the step in sequence: a reminder in February 2023, an education order in August 2025, and a referral in July 2026 that recites the education order as history. None of the 17 summer notices records an earlier step, and none records a later one.
The courses ordered
Twelve of the 17 notices require the OMVIC Advertising Compliance Webinar within 60 days. Each of the twelve instruction pages points the registrant to OMVIC’s events calendar and requires notice to the Industry Standards and Conduct Department within five days of finishing. Six of the twelve (Ontario Selective Motors, Euroexoticar Sales, Auto Freak, Galeri Auto Group, Audi Windsor and Arya Fine Motors) add that the webinar is 45 minutes long, that sessions are pre-scheduled, and that picking a date inside the window is the registrant’s responsibility. The July 29 notice to Caledon Chrysler Dodge Jeep Ram Inc. o/a CarHub Caledon Chrysler and Massoud Jamali adds the Disclosures Compliance Webinar, which is why the table carries two Jamali rows, and the June 2 notice to Kokot Czeslaw Janusz o/a Combis requires the Disclosures webinar on its own.
Three notices require the MVDA Key Elements course: Vumbaca Enzo o/a York Car Sales on June 1, Fara Auto Sales Inc. and Majid Hajimollaahmad Naraghi on June 22, and 2615497 Ontario Limited o/a Cambridge Kia and Mohammad Arshad on June 26. That course is administered by the Automotive Business School of Canada at Georgian College, is self-study, carries a 90-day deadline, and is paid for by the registrant; the Fara and Cambridge Kia notices add that a minimum passing grade of 80 percent is required. The same course appears in Discipline Tribunal orders on this site, Aurora Chrysler among them, where it accompanies a fine.
The seventeenth notice, dated June 29 to ADESA Remarketing Services Inc. at its Ottawa, Kitchener, Toronto and Windsor sites, and to Richard Kennedy, Robert Cocco and Ryan Vinnitsky, orders “An Educational Course on Disclosure Compliance to be Administered by Staff of the Ontario Motor Vehicle Industry Council,” arranged directly with the Industry Standards and Conduct Department. It is the only one of the 17 addressed to a remarketing company and the only one with a course OMVIC delivers itself.

Registrar Maureen Harquail signed the other twelve. Stores trading under manufacturer names (a Nissan, two Chrysler, a Kia and an Audi dealer) sit beside numbered companies, two sole proprietorships and one remarketing group, and the notices are the same form for all of them.
What the notices leave out
A Notice of Referral to the Discipline Tribunal runs to several pages of particulars. A notice under s. 14(4) has none. It cites paragraph 3, names the course, and sets the deadline, so a reader of the table can see that Joseph Campbell of Audi Windsor was sent to the advertising webinar. The reason is not on the page.
Three of the notices carry a clerical slip in the deadline line: the Ontario Selective Motors and Euroexoticar notices read “ninety (60) days,” and the ADESA notice reads “sixty (90) days.” The table records issue dates, not completion, so whether any of the 22 registrants finished inside the window is not public. The only consequence the notices describe is the one in the standard warning: “failure to comply with this request within the allotted timeframe may result in further action being taken against you.”
