Subsection 18(1) of O. Reg. 333/08 establishes seven classes: general dealer, broker, wholesaler, exporter, outside Ontario dealer, lease finance dealer, and fleet lessor. New-and-used and used-only are subclasses of the general dealer class, not classes, so counting them separately gives the wrong total.
